Taxes: UIA Requests ARCA to Suspend Company Seizures for 180 Days

The Argentine Industrial Union (UIA) has requested the Revenue and Customs Control Agency (ARCA) to suspend the seizures of accounts belonging to small and medium-sized enterprises for 180 days.

This was stated by the entity in a press release. "In the context of a new meeting between the Tax Policy Department of the UIA and ARCA authorities, the manufacturing entity focused its requests on the need to support industrial SMEs in a context of declining activity and employment," the note states.

This is an important demand from business owners in recent months. The agency is not intervening in the bank accounts of companies but is acting directly on their clients. The agency requires the client company that, if it has invoices to pay to another firm that has tax debts, it should not deposit them into its bank account.

Business owners in the sector warned that with the new modality, there would be a breakdown and the definitive closure of companies. A report from the consulting firm I+D indicates that during the first four months of 2026, 1,070 companies closed.

About half correspond to small workshops, while the rest are mainly SMEs. The entity projects the loss of another 2,000 industrial companies during the remainder of the year, which would bring the negative balance of 2026 to approximately 3,070 firms. "This dynamic is not only due to an increase in closures but also to the fact that the creation of new companies is at historically low levels," states I+D.

During the meeting, not only were seizures discussed. The business owners also requested that the latest payment plans announced by ARCA, of up to 24 installments with rates of 2.75% per month, be reformulated, as this is considered excessive in financial terms since the inflation trend is downward and expected to reach less than 1% per month in 2027.

"The UIA valued the reopening of the payment facilitation regime - which incorporates obligations due until June 30, 2026, and maintains the inclusion of customs obligations - but requested to enable migration between plans and evaluate a reduction in the financing rate, which has not decreased for SMEs despite the recent lower inflation," reported the business central.

The text states that in this context, a suspension for 180 days of seizures and tax executions for SMEs was requested as a temporary measure in response to the financial squeeze resulting from rising rates, declining activity, and credit restrictions.

"The UIA also proposed to reduce and automate the advance payments of the Income Tax for SMEs from the requests for reduction options, defer VAT deadlines for 180 days for seasonal activities, and postpone employer contributions for regional economies," the text says.

Additionally, it requested that, regarding favorable balances, "shorten the refund periods for various taxes whose delays affect working capital, and relax the use of export refunds."

"ARCA noted that several of these measures depend on definitions from the Ministry of Economy, although it committed to analyze the expansion of the universe of taxpayers authorized to offset credits and review the minimum amounts subject to control in requests for reductions in advance payments of the Income Tax," the statement says.

The note details that "both parties agreed to continue the dialogue space with a next meeting in 45 days."
