In mid-May, U.S. negotiators, while attempting to reach an agreement to end the war with Iran, were unable to determine whether the representatives they were dealing with truly represented the Islamic Revolutionary Guard, leading to this unusual approach. The secret communication channel was managed by Nechirvan Barzani, the president of the Iraqi Kurdistan Region, who has gained the trust of both U.S. and Revolutionary Guard leadership. One significant reason for the difficulties in U.S.-Iran negotiations is Washington's inability to ascertain who truly holds decision-making power in Iran.
