Military Personnel in Russia Required to Repay Up to 400,000 Rubles for Contracts

The Russian Ministry of Defense has proposed requiring convicted military personnel to repay part of the one-time payment received for signing a contract. The payment amounts are either 195,000 or 400,000 rubles, and the repayment amount will depend on the remaining time until the contract is completed. This measure applies to servicemen who have not been sentenced to imprisonment. The Ministry of Defense explains the necessity of this mechanism as a way to enhance motivation for compliance with the law. Regional payments, which can reach several million rubles, are not subject to repayment. The draft resolution was prepared following an operational meeting of the Security Council of Russia in April 2026, aimed at preventing crimes in the military. The issue of crimes committed by Russian military personnel has significantly increased; according to judicial statistics, by the end of 2025, such servicemen had killed or seriously injured over a thousand people. The proposed changes may be linked to attempts to reduce budgetary expenditures on payments to military personnel and the high level of desertion and other crimes.
