Hyperliquid has announced that the HIP-4 mainnet will be launched in phases, with an initial limit of 100 outcomes per deploying entity and a maximum of 500 outcomes deployed daily. Once the technology stabilizes, the plan is to increase this to 1,000 outcomes simultaneously and 5,000 deployments per day, with future adjustments to the limits based on feedback. The newly added registerAndAssociateNamedOutcomeFromTemplate method allows deployers to append named outcomes after a question is created, with the initial balance matching the existing fallback balance. The template instantiation requirement is to set deployerFeeScale for questions and independent outcomes, with a range from 0 to 10. The next network upgrade will enable a fee mechanism for the outcome market deployed by validators, with the average outcome transaction fee rate being half that of non-outcome spot trades. Other updates include the addition of a shortString type hint, settlement details will be cleared from the L1 state, multiple templates have been added to the testnet, and template IDs will be distinguished by serial numbers, with all but the highest serial number in the same series considered deprecated.
